Fix to a bug reported by Lois Taulelle. Only bool_exempt_adh=="1" is correct
to check if a user is freed of dues. Checking the boolean value of
bool_exempt_adh seems so vary between MySQL and PostgreSQL (PostgreSQL
assumes '' is true, not mysql)
